the Japanese had a huge problem with their military. The problem was that most of the military was in reality controlled by young hotheaded officers that would rebel if given orders they didn't like. OT make matters worse, the hotheaded decisions these officers made did not ingratiate Japan to the other nations., especially the United States. Japan and America were negotiating, but it wasn't goinanywhere. To fix this, the emperor made a very controversial decision. He overturned the Japanese congress's decision and appointed two people, one army and one navy, to form a cabinet with the task of bridging the gap between navy and army and starting with a clean slate in the negotiations with America, as while as fixing the military.
