Lego city is governed like this: in the Congress the delegate represents a department or agency. In the congress there are three positions in the congress. Governor, major, and minor delegates raise in the office by making vehicles and more buildings. You can lessen somebodies power by taking away those things.  To become a delegate you must be voted by 4 fifths of congress.
